Establishment of the Working Group

A working group is being formed within the National Commission for State Regulation of Energy and Public Utilities (NERC) to address issues related to the development of renewable energy generation (RES). The working group, established by NERC, will focus on resolving challenges in renewable energy development and will include representatives from sectoral RES associations, the Ministry of Energy of Ukraine, NEC “Ukrenergo,” and SE “Guaranteed Buyer” (GarPok).

Purpose and Functioning of the Working Group

“The working group will facilitate the prompt review and discussion of current issues arising in the regulation of renewable energy producers,” stated NERC in their official communication.

The initiative to create this group was proposed by the Chairman of NERC, Yuriy Vlasenko, during a meeting with representatives of the renewable energy sector held late last week. Sectoral associations supported this initiative and emphasized the need for the group’s rapid initiation, aiming to remove existing barriers hindering the development of renewable energy.

Key Issues in Renewable Energy Development

Key issues being discussed at the governmental and regulatory level include:

• Ensuring timely and full payments for electricity produced from renewable sources;
• Reviewing transmission tariffs provided by “Ukrenergo” to finance green energy generation;
• Establishing producer responsibility for energy imbalances.

Other relevant issues include:

• Implementation of guarantees of origin for electricity produced from renewable sources and achieving their international recognition;
• Optimizing conditions for connecting new renewable energy generation facilities to the grid;
• Encouraging the development of energy storage facilities.

Debt of “Ukrenergo”

According to “GarPok,” as of September 1, 2024, “Ukrenergo’s” debt to electricity producers for services provided to increase the production of energy from renewable sources amounted to UAH 28.4 billion.
